David P. Hampton

Advance Fee

Daytona Beach, Florida, 32118

David P. Hampton is an Advance Fee expert. He charges an advance fee for facilitating fees and never does any part of it. He takes your money, gets you to sign documents that are worthless and strings you along for years with promise after promise while he never had anything close to a funding source or any funds. He has done this OVER 30 times, collected lots of money and no one has ever received a dime! Avoid him and never give him a penny until the funds are delivered to your account and that will never happen!

Is this from Dale Engel the guy who is in trouble with the State of Missouri?
"engaged in unregistered investment adviser activities in violation of the Missouri Securities Act."
No wonder you didn't get funding!!!

Trudy.

This goes back many years! It was a Cease and Desist Order. Everything I did to sell my company was in strict compliance with the Investment Advisors Act of 1940 and The Securities and Exchange Commission (SEC). Missouri had some added items that my attorney or I were not aware of and this was settled for peanuts. All of this was disclosed from the beginning, he told me that it wasn't a problem and long before I paid him $25,000 of advance fees.

Let's just say that was the reason for no funding. Explain the 35 other individuals that also paid advance fees and none were ever funded. The hard fact is that NO ONE ever recieved a dime and many of those deals were bankable transactions!

I do thank you for your reply, but you had better understand the entire deal first!

Dale

Trudy,

For someone that I have never heard of, you have put in a lot of work to find some dirt on me! No one does this unless they are most likely directly involved! Are you Hampton?

My decision to end the issue with the State of Missouri was PURELY a BUSINESS DECISION and nothing more! Everything that was done complied to the letter of the law with the Investor Advisory Act of 1940 and the Securities and Exchange Commission (SEC). My out of state attorney, a former Federal judge, the President of a large local bank and my long time friend that was second in charge of a billion dollar bank in Illinois all thought that what I was doing complied with all of the rules and none of us were aware of additional Missouri regulation. My choice was to spend two years in court and spend over $100,000 in attorney fees (most likely would win) or simply pay them $2,500 and have it go away very quickly! For me it was a simple Business Decision to pay “pocket change” and have it go away. Let’s see, pay $2,500 or risk $100,000 and two years of time. This was an easy choice! This was disclosed to both Hampton and Philpot long before I paid $25,000 in advance fees and they both said it “would not be a problem”! They gladly took my money! This issue has NEVER been a problem in anything I do, in the past or now! Your reply wants to make me a villain instead of a victim! THIS IS NOT ABOUT ME, BUT SOME VERY BAD BUSINESS PRACTICES AND FRAUD! If you or anyone wants a copy of my response, send me a direct email and I will gladly forward it to you!

You may disagree, but THE FACTS ARE THE FACTS! At least 40 individuals were victims and NO ONE EVER received any of the funding that they were promised over and over. 12 individuals that were directly involved and victims have responded to this post and the Federal (FBI and IRS), various states and local authorities are in control. If Philpot would not have died, the criminal process would have started a couple of months ago! He is innocent until proven guilty in a court of law, but I’m sure glad I’m not in his shoes! Every effort will be used to lock him up for a long, long time!

I posted this so others would do some serious reference checking and make an informed and a common sense decision about paying him or anyone else advance fees!

Let's make it easy for the readers:

soliciting MR1’s participation in Engel’s “very successful way to make money in stocks” through MR1’s investment in Engel’s “Market Bias,” a “proprietary indicator” created by Engel. The letter solicitation contained, in part, the following statements:

“Over my many years of research in the stock market, I have created and use [sic] my proprietary indicator to produce extremely high returns while keeping risks very low and it is successful in all types of markets.”

“My proprietary indicator is called ‘Market Bias’ and has been averaging over a 92% correct track record and the few times that it is incorrect, the loss is cut quickly.”

“I have discovered and researched a very successful way to make money in stocks and desire other individuals that would also like high returns with minimal risk. . . . There are exceptional returns, with minimal risks . . . .”

“You must be a ‘Qualified Investor’ to participate and there is no cost, as a small percentage of net profits is the only way I receive anything!”

“You can learn more by going to my website at www.dukestrading.com . . . .”

“High returns, with very low risk is finally here! Why not see if this can benefit you?”

. . . .

A review of the website www.dukestrading.com disclosed, in part, the following statements:

“The Market will provide clear signals to their future direction and I understand this and make money from it!!!”

“. . . I DID THIS AND CREATED AN EASY TRADING METHOD SO YOU CAN MAKE SOME MAJOR MONEY AND I CAN MAKE SOME MONEY AS WELL!” [Emphasis in the original.]

There are many ways to make money! My vast market experience and over 35 years of trading and research have proved that I’ve found the very best way!”

The website www.dukestrading.com also provided investment details outlining the terms and conditions for investing in Market Bias. Those details are, in part, as follows:

“THIS INVESTMENT IS LIMITED TO INDIVIDUALS THAT ARE QUALIFIED INVESTORS! For an individual to be considered a qualified investor (also termed an accredited investor), that person must either have a net worth of about a million dollars or have an annual income in excess of $200,000. [Emphasis in the original.]

The details of the investment are included in this document and supersede any statements that are contained in the Operating Agreement. . . .

Operations and Investments shall be executed through ‘Market Bias Investors, LLC’ (#LC0836431), a State of Missouri Limited Liability Company. The company shall have one manager (Dale A. Engel) and be limited to 100 members. Each member shall provide capital in the amount of $50,000, payable to Market Bias Investors, LLC. All of the members are nonvoting members. A nonvoting member may cancel at anytime, in writing (email of [sic] FAX is OK). Once cancelled, the current brokerage account will [sic] divided by the number of members and manager and this money will be forwarded. There are no withdrawal fees. The only fees will be those listed below. . . .

A trading account will be established with a major insured brokerage firm in the name of the company. This account will be a margin account and by the rules of the Securities and Exchange Commission, four times the account equity can be traded on a day trade basis. This is much higher than normal margin trading, because it is much safer and the trade is always closed by the end of the trading day to greatly reduce risk!

Respondents Engel purports to hold a doctorate degree from Chelsea University. He holds himself out as a Ph.D. by including this designation in connection with his signature on his correspondence and solicitation, and Engel stated to MR2 in his email that “[m]any years ago I developed an indicator that was designed to determine when the market was ready and about to turn. This used one time frame and [sic] the research from this was the cornerstone for my PhD degree.” The following accreditation databases do not show a Chelsea University as an accredited institution and/or program: (a) U.S. Department of Education Database of Accredited Postsecondary Institutions and Programs; (b) Council for Higher Education Accreditation Database of Institutions and Programs; (c) Association to Advance Collegiate Schools of Business Database of Accredited Schools; and (d) Association of Collegiate Business Schools and Programs Database of Accredited Member Institutions.

A check of the records maintained by the Missouri Commissioner of Securities confirmed that Respondents Engel is not registered and never has been registered as an investment adviser representative, nor as a registered agent of a broker-dealer, in the State of Missouri, and is not listed on the Central Registration Depository (“CRD”) maintained by the Financial Industry Regulatory Authority (“FINRA”).

A check of the records maintained by the Missouri Commissioner of Securities confirmed that Respondents Market Bias and Mid-State are not registered as investment advisers nor registered as broker-dealers in the State of Missouri.

A check of the records maintained by the Missouri Commissioner of Securities confirmed no granted exemption for the Respondents in the State of Missouri.

A check of the records with the Missouri Department of Insurance Financial Institutions and Professional Registration (“MDI”) confirmed that Respondents Engel’s Missouri life and health insurance license expired May 10, 2005.

In connection with the offering of investment advice Respondents, among other things:

omitted to state that Respondents Engel was not registered to offer investment advice in the State of Missouri;

omitted to state in the letter solicitation to MR1 and e-mail solicitation to MR2 that Respondents Market Bias was not registered as an investment adviser in the State of Missouri;

omitted to state in their letter solicitation to MR1 and e-mail solicitation to MR2 that Respondents Mid-State was not registered as an investment adviser in the State of Missouri; and

omitted to state in their letter solicitation to MR1 and e-mail solicitation to MR2 that Respondents Market Bias and Mid-State were employing or associating with an unregistered investment adviser.

the Commissioner, after consideration of the above and on the consent of Respondents and the Securities Division, finds the following Order to be in the public interest, necessary for the protection of public investors and consistent with the provisions of Chapter 409, RSMo. (Cum. Supp. 2006).
Respondants are prohibited from:

engaging in the business of advising others as to the value of securities or the advisability of investing in, purchasing, or selling securities or that, for compensation and as part of a regular business, issues or promulgates analyses or reports concerning securities;

employing or associating with an individual required to be registered under this act as an investment adviser representative who transacts business in this state on behalf of the investment adviser;

making any recommendations or otherwise offering investment advice regarding the purchase or sale of securities in or from the State of Missouri, managing accounts or portfolios of clients, determining which recommendations or advice regarding securities should be given, providing investment advice or holding himself out as providing investment advice, receiving compensation to solicit, offer, or negotiate for the sale of or for selling investment advice, or supervising any employee who performs any of the foregoing;

in connection with the offering of investment advice, engaging in an act, practice or course of business which would operate or operates as a fraud or deceit upon any person; and

willfully violating an order issued under the Missouri Securities Act of 2003.

Respondents shall pay two thousand five hundred dollars ($2,500) to the Missouri Secretary of State’s Investor Education and Protection Fund and will deliver these funds to the Division and the Division shall forward these funds to the Investor Education and Protection Fund. This amount shall be due and payable within ten days of the effective date of this order; and

Respondents shall pay their own costs and attorneys fees with respect to this matter.

I originally posted this so a person could find some information about Hampton on the internet if they were considering getting involved with him or anyone that wants advanced fees for just about anything, but especially a loan or an equity interest! This was not available to me at the time I got involved and this involvement has cost me millions of dollars. I DON’T WANT ANY ONE ELSE TO GO THROUGH WHAT I HAVE!

I am NOW sure that Trudy is REALLY Hampton! He is trying to claim that it is MY fault and he acted properly! This is exactly how fraudsters handle a situation when they are exposed!

It is NOW apparent that he is still trying to do the same thing, but “knowledge is power” so do YOUR HOMEWORK! It is YOUR money so if you want to give it to him, it is your choice. All I will say is that 40 others have paid advance fees to him and ALL have never received a DIME from any of his documents or promises!

I have a fairly complete list and will gladly send it to anyone if they send me an email (duke@usmo.com), including your name, address, email address, phone number and why you want to see the list! I would love to post it, but I do not think that it is appropriate to expose all of the people that got screwed, unless someone is seriously considering getting involved with him.

Everything was disclosed UPFRONT and he was the one that was doing the background (facilitating) checking. I or NO ONE ever saw any kind of “facilitating report” that he produced and many feel that he never did anything! If there were issues, a quick turn down would have been OK, but he kept doing whatever it took to get more money from those thinking that the funding was just around the corner!

The following is posted on the internet about Hampton and Philpot and you should be able to find it if you look. I do not know this person and will not include his/her name, but this is what was stated:

“These two are the best at what they do--SCAM! Stay away. They are bad news. There is no money, crazy stories, false documentation...just plain lies...all lies. The stories about Dubai, windmills etc. are totally false.

I know someone else who lost over $100,000 to these two. I lost $7500 before I realized the whole thing was a scam. I would very much like to see them in jail or be forced to pay restitution however that is very unlikely unless several people get together and go after them.”

He can disagree or post anything he wants, but I have more important things to do, so be sure you do your homework before you spend any time or money with him or anyone that requests an advance fee!

I received this link a couple of days ago from another one of his victims (he got it from the investigators looking into the fraud). The actual results have always been there, but I or any one found this before he caused most of us lots of emotional and extreme financial damage. If you have been approached by him or anyone representing him, you had better read this before you pay ANY monies in advance!

To find the Florida Sec. of State Corporation filings:

1. Go to www.sunbiz.org
2. Then click on “Document Searches” and click on the first option, “Corporation/…….
3. Then “Inquire by Officer/Registered Agent”
4. Enter Hampton David and click on “Search”
5. See list
6. Click on “Next List” and go to Hampton David P

Hampton is known to have lots of different addresses so do not be concerned about the different locations! Frankly, if only one half of these are his, it is still extremely alarming and a big red flag! When this very negative information is added to all the other things, it ONLY says not to pay any advance fees and get the HELL away from him as quickly as possible! If he delivers what he promised, he will get paid! Just do not give him a dime until he produces! He has NEVER arranged funding to anyone, so NEVER pay money upfront to him or to anyone!

If advance fee of any kind are required for funding, it is a 99.99% guaranteed to be a fraud! We all think that our company, idea or concept will make us and everyone rich, but scum bags like him know how to turn this desire to succeed into a pay day for them!

It happened to me, so DO NOT let it happen to you!

It has been a little over a year since I started this post and there are many more on several sites. There were most that did not add to the post, but they did send me an email. Trudy is the only one that disagreed, while over 50 agreed! It tells me volumes and I hope you see what it means.

What took place has been posted and I am not going to do it again. I would like to thank all those that contacted me! Hopefully several Federal agencies will deal with him and stop it! I have nothing that I can report of sustenance in regard to these agencies, but they never say anything until the warrants have been filed. They have ample evidence so I expect that they will do what they should and take care of a fraud that has caused extreme damage to many and many good people!

In the mean time there are two things that you can do to protect yourself:

1. No matter what is said and promised, even if in a written contract, demand third party proof that you can verify at least two times by two separate contacts, but be sure that they are not somehow involved with this person. These MUST be people that have actually received the money or product and satisfied! Use common sense and if anything doesn’t look or sound right, WALK!
2. NEVER and I MEAN NEVER pay any advance fees to anyone until they have provided or at least put into escrow whatever was promised! MAKE NO EXCEPTIONS!

If you do these two simple things, you won’t become a victim of any scam and especially one that is devised by Hampton! These are really common and sense issues and don’t get caught up in your dream of a funding of your dream project and making lots of money! A fraud is a fraud and there are lots of people like Hampton out there to use you and take your money! BE WISE!

March 21, 2013

It has been over a year since I first posted this alert and I wanted to provide an update.

Florida (the state where Hampton lives) is the number 2 state in the nation for fraud filings and only five filings per 100,000 residents behind the #1 state. Their system is slow and they are not very aggressive for white collar crime so Hampton is out and about as if nothing was going to happen.

Since the original post, three very upset individuals sent me emails (my email address is included in all my postings) about some type of natural products he and his girlfriend were pushing. I don’t know anything about what was done, but all I know for sure is that they are not happy. I have also gotten several emails that said he was the trustee for a couple of large funding trusts and he had the control over the release of the funds. As I have been told recently, he says that he is waiting for Philpot’s kid to name him the trustee of the Philpot billions to begin funding. As usual he didn’t have anything concrete from the very beginning and lied to get advance fees! Read the above posts and you will realize rather quickly, that Philpot was a conman and there were never billions, never millions and only bullshit lies to get advance fees! It was just a means to con good people out of their money! When he has someone that is upset and going to go after him, he uses the name of his well known attorney that has won many very well known cases. This attorney is even on national TV as an expert legal person! Philpot did the same thing and used the same guy! The problem is that this attorney has never heard of him or Philpot! This is just another lie to scare people so they don’t go forward with charges. Hampton lies all the time so you have to verify everything he says as 9.9 out of 10 of his representations are total bullshit and nothing but lies!

He will say or do anything to convince good people to give him upfront money! He thinks he is a good salesman, but is only a good liar! If you come into contact with him, get the hell away from him as quick as possible and NEVER GIVE HIM A DIME! He or anything he represents is more than likely fraud and will only help him and not you!

Trust, but VERIFY EVERYTHING! He relies on trust, but nothing can be verified as it is usually a big lie! BE CAREFUL AS HELL, AS SO FAR EVERYTHING HAS BEEN TOTAL FRAUD! He has NEVER delivered on anything that he has promised so don’t think that your deal will be different!
Who Scammed You Commenter
I have written a lengthily report about all that took place in considerable detail that includes the details of 15 other victims of this scam and once the state and federal authorities tell me that it can be posted for the viewing of the general public, I will post it here! This has taken me several months to finish and I wanted every detail to be very accurate in every detail SO THAT IT WOULD STAND UP IN COURT, which they are and will be used by the various authorities first! There are several state and federal agencies that are investigating every movement of David P. Hampton, Irvin P. Philpot and Hampton’s attorney in detail for the past 10 years and I do not want to hamper any upcoming indictment until I have been given clearance to release. In summary, without reveling too much, there are at least 40 victims that have paid David P. Hampton or one of his shell companies, at least 3 million dollars in advance fees to secure the funding for their project and not one person was ever funded a penny! I REPEAT, NOT ONE PROJECT was ever funded! NOT ONE! A few of them might have been bad projects, but certainly NOT all of them! Most were very good and fundable projects! When advance fee fraud is involved, all good projects become something that nobody will consider and become useless! When everything is considered, THIS WAS NOTHING MORE THAN A VERY GOOD SCAM AND FRAUD, THAT WAS PREFORMED BY SEASONED CONMEN THAT HAD CONSIDERABLE EXPERIENCE AND KNEW WHAT THEY WERE DOING!

Five years, a couple of million dollars down the tube and tons of problems after the con, are more than enough reasons to just move on, other than the criminal trials, which are coming shortly! The only thing that I will say right how, “be very careful in any dealings with David P. Hampton or anyone he is associated with, NEVER give him a dime until he produces what he says he will and do not spend a dime or waste a minute on your project thinking the funding will happen soon by David P. Hampton”!

I have always been a “risk taker”, but being a victim of a fraud is something that I never thought was possible! Hampton’s lies and bullshit have destroyed me and countless of others! Hampton is an excellent liar, has no grip on the reality of the damage he causes and has never delivered on one damn thing that he has promised and promised to deliver to anyone! If I knew then what I know now, I would have avoided any involvement with him! It has been several years since I have contacted Hampton, but the damage that he caused is still there as if it happened yesterday! The rumor is that he has some health issues and I hope that they are serious enough to totally put him out of his scam business and the need for an undertaker!

If you should decide to deal with him (not advised), be VERY sure that his deal is real and NEVER give him a penny until your deal closes and you have the money. Then pay him what he deserves, but NEVER pay an advance fee as it is against the law and a current Felony in Florida.

His lies and bullshit have fucked me and everyone that he has ever touched very badly, so BE VERY CAREFUL if you decide to trust and deal with him! The money he takes is a fraction of the money all of us have spent in the process of the project. He convinced each of us that the funding was imminent and right around the corner so each of us spent tons of money to get things in place once the funds were released. 99% of this did not need to be done, but we all believed the lying asshole and everyone lost all of their money doing this. For this alone he needs to have his nuts cut off!

When I am told by the various authorities that I can post the full content, I will post it here! In the mean time, BE VERY CAREFUL!!!!!

I was a victim of the “Spectrum” scam and know that since this one there were at least two others. One involved some type of “natural products” and another one was Hampton claiming he was the “trustee for the Philpot Funding Trust”. I do not know much about either, but know for fact that Philpot was a fraud artist and never had the money to establish a trust that had the ability to fund any substantial transaction. If you know about these or any others, please leave a comment.
