Officer Collins and Owens from FTC

Contacted by Officer Collins from the Federal Trade Commission of Washington, DC notifying me of winning over $300,000. Contacted Publishers Digest to activate my winnings. Next, received phone call from Officer Owens (202 591 2182) requesting me to send $1700 for a 24 hr security bond to Lloyds of America before receiving my winnings.of $300,000. Has anyone else heard of this Scam? I live in Tampa, Florida. First time I have heard of Federal Trade Commission, Consumer Protection calling me.
